Design Review

  • States which conclusions the design could support.
  • Identifies material assumptions, threat interactions, measurement weaknesses and inferential limits.
  • States what would need to change before the design could carry more.
  • Does not undertake the redesign or implement the recommended changes.

Evidence Review

  • Reviews one defined question or consequential conclusion against an agreed body of material.
  • States what the material supports, where it stops, what alternative explanations remain and what should be requested next.
  • Keeps consequential conclusions connected to their sources.
  • Does not advise whether to fund, renew, scale, rank or certify an organization.

  • Scope, fee, timing and permitted materials are agreed before work begins.
  • The fee does not depend on the finding.
  • Reviews are professionally owned and signed.
  • Reviews remain private unless disclosure is authorized in writing.
